Additional pet rates bug (I think)

I think I have all my services, rates, and additional pet rates set up correctly but I can’t get it to auto apply to new bookings. Its only charging $90 for 2 days of boarding for 2 dogs instead of $180 (2 dogs at $45/per day x 2 days). Is this a bug or am I just setting it up wrong?
