Allow New Clients to Onboard and Sign Agreements Without Direct Online Booking

Users need the ability for new clients to create an account and sign service agreements through the Scritches platform, but without immediately granting them the ability to book appointments online. This would allow service providers to collect all necessary client information and agreements upfront, while still maintaining manual control over the initial booking process.
