Service category re-ordering

Would love the ability to move service categories in relation to each other so that when a client looks at my services they see my services in descending popularity. Right now, I created a new small animal category but I can’t seem to move it below my “other services” where dog and cat drop ins are located.

I am able to re-order the individual items within each category (ie dog walking, dog drop-ins) but not each larger section like consultation/ other services/ etc. I hope that makes sense!
